In REAP Project III students will work in groups to develop innovative, contextually appropriate and climate-responsive planning strategies for the new Northern Boulevard and Tirana river in Tirana, Albania. Students will focus on this urban expansion project that aims to extend the growing city outwards while improving the local living conditions. Over the last 30 years of the post-socialist era, the rapid growth of the city but the lack of regulatory plans led to the increase of an informal urban expansion in the city periphery. This created or intensified extreme social, economic and urban structure differences between the city centre and the periphery. At the same time, students will focus on the current situation of the Tirana river and the possible transformations of its riverside. The aim is to critically reflect to the transformation that will occur to this part of the city of Tirana and to develop strategies for the project site in Tirana that not only improve resource efficiency, circularity, climate resilience and restoration of ecological systems but also strategies to strengthen the democratic participation of civil society and address social conflicts.
At the heart of the course is a collaboration with the Polytechnic University of Tirana. Students from both universities will work in close cooperation with one another exploring development strategies and the associated achievements and/or challenges, not only of the New Northern Boulevard Extension and Tirana River Development in Tirana city, but also the Oberbillwerder urban development in Hamburg, a new neighborhood project that adopts a modern sustainability and environmental awareness approach.
Through this bilateral program, students will be able to analogize comparable concepts, and learn current practices of sustainable urban development for new urban districts. Students will gain first impressions and discuss the varying urban, institutional, environmental, social and cultural context within which each urban development takes place. This cross border analysis will provide for an interesting comparison, each site and urban development solution with their unique challenges and opportunities, and guide the further analysis and concept development, which will take place at each respective university for the duration of the semester.
