This course is in English only. It is a "Wahlpflichtfach" (elective out of a compulsory canon of electives) for REAP and Urban Planning Master students. Others are welcome. The course earns 5 CP.
We cover:
• Basic economic terms and concepts for characterizing technical urban infrastructure systems: cost structure, economies of scale and scope, market forms, horizontal and vertical integration, natural monopoly, deregulation and reregulation, liberalization and privatization, unbundling, network externalities, path dependency.
• Examples of and experiences with different regulatory regimes for technical urban infrastructure systems (laws and provisions by regulatory agencies that shape the market for investment in and operation of technical facilities) from Germany, EU, and world wide
• Legal and economic framework for the planning and the approval of infrastructure projects (focus on Germany by way of example)
• Case studies of the planning, funding, realization and management of technical urban infrastructure projects.
• Each year, we focus on one or two infrastructure systems. This coming winter term 2022/2023, photovoltaics will be one of those.
Please note: The plan for the winter term 2022/2023 is that courses take place in physical presence. This is how we will hold the course, with possibly a couple of exceptions where we might stream into class a speaker who is not in Hamburg, or have the entire class session online. This will be the exception though and will be announced well in advance.
