Housing Politics from Berlin to Brussels

1. Background
Berlin, more than almost any other city, currently illustrates the complex situation that exists in housing policy issues: First, we are dealing with highly localized housing markets - in this case, as in many other large cities, a very tight one. Just how conflictual the political negotiations on this are is illustrated not only by the Berlin Senate's legislative initiative for a "rent cap," but also by the current referendum following the "Expropriate Deutsche Wohnen & Co" initiative. In addition to institutional politics and the various levels of government, a broad spectrum of different organized actors are involved in these negotiations - albeit with very different levels of influence: From tenants' organizations, to owners' and landlords' associations, the professional associations of brokers and managers, as well as the associations of the construction industry, cooperative, public and private real estate companies, but also investment funds and banks, to activist and research-oriented organizations. It is precisely the associations that lobby at the various levels of government that show the links between these levels very clearly: local, regional, national and European associations enable them to use influence at the various points as precisely as possible and thus to influence the interplay of "local," national and European legislation. While in the early 2000s it could still be clearly stated that the EU has no housing policy mandate, this is still the case institutionally, but at the same time a variety of EU (procurement) directives have a more or less direct influence on national and local housing policy.

2. Research question and objectives
Based on the specific conditions in Berlin, the project aims to investigate the complex field between local, national and European housing policy and the influence of associations. On the one hand, it is important to determine which actors act at which levels and how, and which interests are represented by which actors. On the other hand, it is fundamentally important to understand how the levels are interwoven: What can be decided in Berlin for Berlin, what can be controlled, how can or are the boundaries of what can be regulated locally possibly being redrawn, is the role of national housing policy actually increasing or decreasing at the moment - against the background of the role of Brussels decisions for housing policy contexts, which has become stronger over the years.
